TEXAS-OKLAHOMA KIWANIS DISTRICT CONVENTION

BOARD MEETING

 

August 2, 2007

 

Governor Bill Crump called the 2006-2007 Board to order at 1:00 p.m. on Thursday, August 2, 2007.

 

Division 24 Lt. Governor Jack Noble gave the invocation.  Division 17 Lt. Governor Don King led the pledge.

 

District Secretary Jackie Wyatt announced some agenda changes before the meeting started.

 

Governor Crump introduced International Trustee Randy DeLay.  Randy has been assigned to the Texas/Oklahoma District. He expressed thanks to the District for their support and encouragement.  He said all trustees elected this year have been assigned to their own districts.  This is a step International is taking to save expenses.  He also said he will attend training and meet with the International Board in October.  He made some comments on being Lt. Governor.  He encouraged the sitting Lt. Governors to take their successors to dinner.  Share your experience with them.  Encourage them to expect the best year of their life.  Tell them of Kiwanis’ strength.  Together we can achieve success.

 

Governor Crump thanked Trustee Randy for his support of the TX/OK District. 

 

Governor Crump then introduced Convention Chair Fred Greene. He welcomed everyone to The Woodlands.  He gave a preview of the days ahead.  He said Governor Crump would lead the banner parade to the Aggie War Hymn.  The memorial service will follow immediately after the prayer breakfast.  There will be reserved seating for the Lt. Governors. 

 

District Secretary Jackie Wyatt called the roll.   All Divisions were present with the exception of Divisions 8, 22, 31,and 36.  There were several guests present.

 

District Treasurer Harvey Wilson gave a financial report.  All were provided with a balance sheet.  Our expenses are at 79.5% of the budget.  The income is 94.1% of projected income.  Dues are still owed by some clubs.  When LTG’s get reports of their Division, please check and follow up on the clubs that are your responsibility.  Harvey asked for a motion to approve the treasurer’s report.  Division 3 made the motion and Division 37 seconded.  The motion to accept the budget passed.  

 

District Secretary Jackie Wyatt asked for corrections to the minutes from the International Convention that were sent via e-mail to all Lt. Governors.  The motion to approve the minutes was made by Division 11 and seconded by Division 39.  The minutes were approved as presented.

 

Governor Crump introduced Tommy Riggs, chair of the Policy Review Committee.  He presented the proposed changes to the Policy Manual.  All Lt. Governors received a copy of the proposed changes. Conclusion 1 - Sponsored Youth terminology was changed to Service Leadership Programs.  Conclusion 2 – Investment policy.  Harvey Wilson, Tommy Riggs, and Bob Carlson will collaborate to prepare a suggested investment policy.  There were no changes recommended at this time.  Conclusion 3 - Concerning minor changes to Policies 2, 4, 25, and 24.   Policy 2 – Delete the entire policy dealing with reimbursement of meals.  Policy no. 4  - delete the policy that deals with new member processing fee, which is currently Policy 31.  Conclusion 5 – Committee recommends that Policy No. 9 New Club Equipment be deleted and the remaining policies be re-numbered accordingly.  Conclusion 6 - Dealt with Human Resources Policy Manual.  One change was recommended concerning health care insurance.  The District shall provide medical insurance for full-time employees or compensate such cost through salary not to exceed $6,600 per year.  Conclusion 7 - Concerning Policy No. 34 – Alcoholic Beverages at Kiwanis Meeting.  Delete this policy  as it is written and insert the wording in the Kiwanis International Policies.  The revised policies were distributed.  The Board can adopt these policies.  A motion was made by Division 4 and seconded by Division 11.  The motion passed.

 

Gary Hicks reported on Ki-Notes.  He said the Ki-Notes are on schedule and on budget.  He gave information on pictures this weekend for next year’s directory.

 

Governor Crump asked that we remember Division 36 Lt. Governor Glenda Pirkle, who is seriously ill.

 

Bob Bruce, Parliamentarian, handed out new rules for House of Delegates.  Rule 4 has been changed to read:  When recognized, please state name and club, so that it is   recorded accurately.   Rule 10 has been changed.   This change deals with the placement of microphones on the delegate floor.  Rule 12 added the words assistant Sergeant-at-Arms…..points of order to the chair.   Division 15 made the motion to accept these changes and Division 20 seconded.  The motion passed.

 

District Secretary Jackie Wyatt reminded the Lt. Governors to bring the patch and pin that was provided to them today to the Governor’s Dinner Saturday night. 

 

Governor Crump reminded the LTG’s that they were not past until Oct. 1.  He asked that everyone continue to work on membership.

 

Richard Witte, Human and Spiritual Values Chair, stated that the Lt. Governor’s presence is required at the Prayer Breakfast and Memorial Service.  He instructed each LTG on procedure during the service.

 

Governor Crump asked Past Governor Jack Carlton to come forward.  He was greeted with a standing ovation.  Past Governor Jack encouraged the LTG’s to work on membership so this District can be distinguished again.

 

The  2007-2008 Board joined the current Board.

 

Governor-Elect Jerry Ward said the next year would center on growth, service and foundation.  Governor Bill Crump and Governor designate Jerry Ward are building a new club together in Jerry's home town that will be chartered before the end of Bill's year.   They are going to start working on one for Oct in Bill's home town of San Antonio.   Jerry and Bill requested each Lt. Governor and Lt. Governor designate follow their example of working together to build new Kiwanis clubs.  Joe Stilwell, PLGA.  He passed out forms for the current LTG’s to consider and fill out to become members of the Past Lt. Governor’s Association.  There are 562 past LTG’s and 360 are active life members in the District.  He encouraged the current LTG’s to work with the incoming LTG’s. 

 

Ray Poland, Service Leadership Programs Chair, thanked the group for their support this year.  Since there will be no chair next year for SLP, he asked the current Youth chairs to speak on their organizations.

 

Dennis Mitchell – Key Club Administrator – thanked the group for their support with their Key Clubs.  Currently there are 316 clubs in the T/O District with 15,860 members.  15 new clubs have been chartered and 14 clubs have been reactivated.  At the International Convention in Orlando, T/O won a first, two seconds, and two thirds.  We’ll hear more about those awards tomorrow when Governor Will speaks at the opening session.  Assistant Administrator Patrick Schibi’s son, Joe, was elected Vice-President of Key Club International.

 

Nila Wilheim, Builders Club Administrator, said there have been 6 new clubs this year.  There are 61 clubs in the District.  She thanked the group for their support during her four years.  She introduced Dolores Booth.

 

David Ross, K-Kids Administrator, said they have had 3 conferences this year.  He said Victoria-Crossroads Kiwanis partnered with the Victoria Y to put K-Kids in the Y after school program.  There is another K-Kids in that area.  That makes 5 now.  The nice thing about the fee structure is after the 3 clubs are sponsored at a fee of $150 each there is no fee for additional clubs.  K-Kids is now official Kiwanis Kids.

 

Curtis Maxey, Aktion Club Administrator.  This is a club for special needs adults.  There are now 2 clubs, both in Division 3.  Division 1 is getting a club started.  Governor Crump said Division 5 would get a club going.  Curtis asked the LTG’s to call him if they had any questions.

 

Ray Poland reported on Key Leader for Wayne Young.  Key Leader is the First Lady’s project this year.  There were 3 events scheduled.   1 had to be canceled because of not having enough students there.  The other 2 were successful camps.  Look for further camps in your area.  Do everything you can to promote Key Leader.

 

Governor Crump thanked Terry Wilson and John Curlee for their work on the successful camp held in the Valley.

 

Marellie Robinson, Meeting Coordinator, asked the group to look in the program book and see if they are listed for an opening.  If your name is listed be at the event.  She instructed the group about Saturday and pictures.

 

Terry Vanlandingham, T/O Kiwanis Foundation President, thanked the LTG’s for all their help during this year.  There were 20 Sophomore of the Year scholarships, 700 participated in Weekend of a Lifetime, 15 CKI scholarships for a total of $16,000 were granted and 47 Key Club scholarships were awarded for a total of $50,000.  These four programs provided over $106,250 to the youth in the District.   This year the matching scholarships from Kiwanis International provided for 3 Key Club and 3 CKI.  This was made possible by the club’s contribution to the annual gift thru Kiwanis International Foundation.  Sophomore of the Year information was passed out.  Completed applications should be returned to Fran Hutchins.  Her address is on the application.  The SOTY applications are due to the schools by Nov. 16 and they are due to Fran by Dec. 22.  All this information is on the T/O Foundation website.  He encouraged everyone to visit the Caring Corner.  Several scholarships are provided thru the Caring Corner’s support.

 

Chuck Rager, Education/Growth/New Club Building Chair.  We had a membership gain of 595 Kiwanians last year.    We had a goal this year of 500 new Kiwanians and 10 new Kiwanis clubs would be built.  There are no new Kiwanis clubs this year and our membership is down 250 members since Sept.  Chuck asked the current LTG’s to bring in one new member before their term ends.  CALL every club president in their Division and them to recruit a new member.  He handed out candy shaped like a telephone to the current LTG’s along with a sheet of paper with questions to respond to.  He asked that each of us do our part in recruiting members.  The Paris Kiwanis Club has recruited 32 new members.

 

Mike McKinney, Division 37 Lt. Governor, proposed the city of Rockwall, Texas as the convention site for 2009.  This will be voted on during the Delegate session on Saturday.

 

Carlene Campbell, Chair of Governor’s Project, gave a report on the Canteen Fund.  A memo of understanding between Kiwanis and the Salvation Army regarding the Canteen will be developed.  The title will be in the Salvation Army’s name.   40% will be paid by the Salvation Army.    Mel Cowart will match $ for $ in Mary’s name in order for this canteen to be a reality.    Governor Crump expressed heartfelt comments on Kiwanis being a part of this.

 

Jerry Ward commented on the Post Board meeting scheduled for Sunday morning.  There is no change in the proposed budget that was provided at Lt. Governor’s training.  The new Board will be asked to also approve 07-08 staff and chairs.

 

Jackie Wyatt made some announcements.

 

There was no further business.  Governor Crump closed the Board meeting with the ringing of the bell.
